Key Functions: The USAID | DELIVER PROJECT is seeking a Health Logistics Program Officer for its office in Conakry, Guinea to:

1. Assist the Resident technical advisor to implement the project’s work plan
2. Provide needed technical assistance in contraceptive logistics to the Ministry of
Health and other stakeholders as assigned by the technical advisor

Responsibilities:
• Assist national counterparts to monitor contraceptive stock status at central level
and develop procurement planning and monitoring report (PPMR) periodically
and submit to the project headquarters.
• Assist in producing annual and semi-annual contraceptive forecasts and supply
plans.
• Support the Logistics Management Unit at the Central Pharmacy of Guinea.
• Facilitate capacity building for national counterparts in health logistics
management including conducting formal and on the job-training sessions.
• Assist in the planning and execution of relevant project meetings.
• Attend technical meetings as the project’s representative upon request of the
Resident Technical Advisor
• Help organize and provide assistance to the headquarters on technical
assistance trips to Guinea.
• Assist the Resident Technical Advisor in preparation and implementation of
strategic and annual work plans as well as in monitoring and reporting.
• Assist the technical advisor to process and make available on a timely basis all
information necessary to fulfill project reporting requirements.
• Maintain collaboration with country level stakeholders.
• Additional tasks and/or responsibilities may be assigned/delegated as
appropriate by the technical advisor.

Qualifications:
• Bachelor’s degree or higher in logistics/supply chain management, social
sciences, public health, pharmacy, business administration or related field or
equivalent.
• At least three years professional experience in supply chain management in the
areas of quantification, forecasting, warehouse management, distribution
management, training, preferably in Africa, and ideally with public health
supplies.
• Experience in contraceptive security and policy aspects of supply chain
management a strong plus.
• Significant and relevant experience in family planning.
• Proven ability to work effectively as part of a team.
• Excellent written and oral communications skills in French, good working
knowledge of English a plus.
• Consulting skills, and experience working with the public sector.
• Suitable computer skills with spread sheet and word processing and other
software, including Microsoft Word, Excel, and PowerPoint.
• Strong data analysis skills.
• Experience with a USAID funded project is an advantage
